This is another demo instance of the UserManager.  The module configuration settings are as following

  1. The Reports menu is hidden
  2. Permision to add/edit/delete roles are disabled
  3. Avaiable users for edit are restricted to Document Control and Engineering roles

This is a typical configuration in which a non-admin user can be delegated to manage membership by functional areas.
